In one of the most bizarre processes I’ve ever heard off, Chester City’s Chief Financial Officer is now the Receiver for the Chester-Upland School District.
All eyes will now be on the school district as wholesale changes are about to occur with lightning speed.
God, save our schools and protect our students.

So you mean to tell me that a person who’s in charge of finances of a financially distressed City and needs a receiver to oversee the handling of those finances will now be a receiver of a financially distressed School District? Make it make sense please.

I think they are all in bed with the owner of CCCS. I think it is terrible that they are pimping this city. Vaughn pimped as much as he can now they pass it on. The head or people in control of our city are the same people. If you check to see who control the different boards you will see the same people. My heart hurts for the city my parents chose to make their home. Our home was the hub for relatives leaving the south. My parents where home owners. I have two sister living and we are homeowners I have lived in my home since 1973. When I retired I wanted to work for the city,but they were so dysfunctional I choose not to.

Clear up the error in this one..
Chester upland did not and does not appoint the receiver. A Judge does and this should have read Judge appoints fired Chester CFO to become receiver…
Where do you see anywhere in that short post that I wrote the school district appointed the receiver? For you, let’s change the headline to say, ‘A new receiver is appointed to the Chester Upland School District by judge Barry Dozer of the Delaware County Court of Common Pleas on August 13, 2021 to serve in the interim to finish to term of retired receiver Juan Baughn that runs til June 3, 2022.’
